Transportation Safety Engineer • Forensic Expert • Principal, Tatum Group
Dr. Andrew Kwasniak is a transportation safety engineer and forensic expert with nearly two decades of experience analyzing how roadway design, traffic control, human factors and vehicle movement contribute to crashes and safety performance. His practice combines litigation consulting with substantial non-litigation roadway safety work across more than 35 U.S. states.
His experience includes pedestrian, bicycle, e-scooter, motorcycle, passenger-vehicle, commercial-vehicle, roadway-departure, intersection, railroad-crossing and work-zone matters, along with proactive safety engineering for public and private clients.
Assignments commonly address roadway design, traffic controls, visibility, conspicuity, sight distance, speed environment, movement conflicts and the interaction between road users and infrastructure. Analytical tools may include reconstruction, simulation, imagery, site measurements and 2D/3D visualization.
Dr. Kwasniak performs proactive and systemic roadway safety evaluations using Highway Safety Manual methods, crash data, roadway inventories, network screening, Safety Performance Functions and site-specific engineering judgment. He has also conducted Road Safety Assessments in the United States and Europe.
His work includes development and application of transportation safety software supporting Safety Performance Function and Highway Safety Manual analysis, as well as drone-based data collection and high-precision reality capture for roadway and forensic investigations.
