Andrew Kwasniak

Dr. Kwasniak, an innovator in transportation engineering, has in-depth knowledge and experience concerning the use of advanced statistical transportation safety analysis to evaluate roadway deficiencies. This includes the network screening methodologies described in the Highway Safety Manual (HSM). He is recognized at the international level for developing multiple location-specific Safety Performance Functions and a state-of the-art cloud-based application to perform transportation safety engineering analysis.

Dr. Kwasniak is also co-founder of the drone investigation forensic analysis firm, www.droneinvestigation.com. Utilizing drone technology, Dr. Kwasniak performs scans and creates virtual 2D and 3D models of bridges, roadways, roundabouts, farms/fields, buildings, construction sites, vehicles, such as firetrucks, ATVs, passenger cars, tractor-trailers etc., and more. He assists attorneys, insurance companies, government organizations, such as the U.S. Department of Justice, Arizona DOT, and the County of Los Angeles, as well as private entities, including the Toyota Motor Corporation, Con-way, and others, as an expert witness and/or consultant in cases involving traffic control signals operation, roadway geometric design, work zone safety, traffic operation and so on.

Dr. Kwasniak has training as a Traffic Control Supervisor and as a Traffic Control Technician, and has experience in the application and use of the Manual on Uniform Traffic Devices, the implementation and evaluation of Traffic Control Plans, and the application of Occupational Safety and Health Administration standards to the roadway construction industry. He has experience evaluating potential roadway safety improvements in compliance with standards, regulations, recommendations, and practices, such as A Policy on Geometric Design of Highways and Streets (AASHTO, “Green Book”), the Roadside Design Guide, and others.

Dr. Kwasniak has expertise in addressing the transportation engineering related issues involved in vehicular, pedestrian, bicycle, and commercial vehicle crashes. He also has experience investigating the compliance of pedestrian facilities with the Americans with Disabilities Act and is a certified Accessibility Inspector/Plans Examiner.

An Accredited Traffic Accident Reconstructionist (ACTAR), Dr. Kwasniak has experience in analyzing roadway crashes, including roadway departure (off-road) crashes, collisions at intersections (including traffic signals operation), collisions along road segments and curves, crashes in work zones, and accidents at railroad crossings.

Dr. Kwasniak has participated in numerous Road Safety Assessments (RSAs) in Europe and in the United States. He trained local and state representatives in Indiana on how to perform RSAs, focusing on factors of engineering, law enforcement, and education. Over the course of his involvement in RSAs, Dr. Kwasniak has offered expertise related to roadway geometric design, traffic control and operations, human factors, and the effects of environmental conditions.

Prior to establishing Tatum Group, Dr. Kwasniak worked as a Senior Engineer at Exponent, Inc., and also held the position of Senior Engineer at Lee Engineering.

Dr. Kwasniak has been retained as a transportation engineering expert in more than 17 states and has been recognized at the state and federal levels as a transportation engineering/safety expert.
